SuDS not duds- expectations Vs reality

This susdrain event will discuss and demonstrate how differences in the expectations and reality of SuDS delivery can be managed for both retrofit and new build SuDS projects. It will focus on the importance of intelligent clients, both within the Local Planning Authority, Lead Local Flood Authority and any other client organisation.

Background

An intelligent client is epitomised by someone who is clear on what they expect, is passionate and provides the right leadership and environment for aspirations to be delivered and when necessary can also be flexible to ensure the right outcomes are achieved. In the absence of strong regulations supporting SuDS this intelligent client role is becoming increasingly important.

Similarly early and effective engagement with stakeholders and the delivery team is vital in securing good SuDS outcomes. It is becoming increasingly apparent that this engagement is necessary if Local Planning Authorities (LPAs) and Lead Local Flood Authorities (LLFAs) require SuDS that deliver the non-statutory SuDS Standards, or come anywhere close to delivering multiple benefits. It is at these early stages that the aspirations for the development and the drainage, or SuDS philosophy are initially discussed with arrangements around SuDS maintenance and adoption shared. However, this exchange doesn’t always quite match reality. Many LPAs, LLFAs and developers can be exasperated by a process that often requires numerous iterations and compromises on the SuDS philosophy and schemes that fail to meet the expectations of the LPA and LLFA.

Once the scheme is approved there is then an effective relationship between the client, designer and contractor is required to ensure that the constructed SuDS resembles what was originally designed. Combine this with retrofit delivery in an urban area, the intelligent client role and effective liaison between stakeholders becomes crucial. Contractors are still getting to grips with the new challenge that SuDS provides. While SuDS should be no more difficult to construct, they can be very different and the relationship between the (intelligent) client, designer and contract is vital in ensuring that aspirations and expectations on SuDS projects are effectively met.
