Risk assessment and management of asbestos in made ground

CIRIA is delighted to take our successful series of asbestos in soil conferences to Newcastle.

This event will provide an insight into good, affordable and pragmatic approaches to managing and regulating asbestos in soil & made ground in the North East of England based on current law, knowledge, practice and research. It will also discuss implications of recent guidance such as Control of Asbestos Regulations 2012: Interpretation for managing and working with asbestos in soil and construction and demolition materials (CAR-SOILTM) and the new CIRIA Asbestos From Soil Site Guide.

Background
Asbestos is a class 1 carcinogen that causes mesothelioma, lung cancer and asbestosis.  It was used heavily in the ship building industry in North East of England from the 1950s to 1970s.   Asbestos is frequently present in made ground, often due to historically poor decommissioning and demolition or waste management practices in the region.

CIRIA's 2014 Asbestos in soil and made ground: a guide to understanding and managing risks (C733) was the first major milestone in defining the way that asbestos in soils should be managed in the UK since 1990.   More recently this has been followed by Control of Asbestos Regulations 2012: Interpretation for managing and working with asbestos in soil and construction and demolition materials (CAR-SOILTM) which was written by the chairman of the Joint Industry Working group (JIWG).  

However with professional judgement the cornerstone of contaminated land decisions, do these provide a ‘definitive explanation’ about how CAR 2012 could be applied in asbestos from soil as stated in the report?  Do these and other more recent guidance documents spell out what people need to do when they find asbestos on site? 
Is everybody, including ground workers who are simply ‘drilling holes in the ground’, less confused and are regulators able to defend their judgements when challenged?

This event, like the previous regional conferences in the series, will seek to provide answers to, and enable audience discussion on, the above as well as giving insights on good, affordable and pragmatic practice based on the current state of knowledge and research. 

In addition to this, our speakers will:
  • discuss how practitioners in North East of England deal with asbestos from soil
  • discuss how regulators deals with sites which have asbestos contamination 
  • discuss how  the current guidance have influenced the way practitioners manage asbestos from soil over the past year or so, particularly for sites in North East of England 
  • explain how site operatives, particularly ground workers, can deal with asbestos in a cost-effective and safe manner
  • explain what the current laboratory analysis can and can’t do  
  • examine, through real case study examples, how to deal with different site conditions and waste management issues 
  • Showcase what is good practice in different parts of the world.
  • provide opportunities to network with regulators, clients and other professional advisers
