Management contracting came into prominence as a procurement system offering clients the ability to proceed quickly with the constructing of complex buildings. It recognised the reality that large elements of design are commonly undertaken by separate specialists and that the construction work is almost universally done by trade contractors. There was a demand for a management system that would co-ordinate the efforts of all these contributions. Appointing a management contractor to provide management services only, was seen as the answer.
This report looks at the difficulties that have arisen in trying to put this concept into practice. It focuses on the problems that beset the clients, designers and contractors in learning new roles and accepting different responsibilities.
