Description: This report considers risks in tunnel design and construction, and also the methods by which the ICE Form and other contract documents allocate responsibility for risk. The importance of the Engineer's role is emphasised, as is the need for his independence to be preserved during the execution of the contract. The influence of the new Civil Engineering Standard Method of Measurement, the role of insurance and the scope and status of site investigation for tunnelling are also considered, together with the question of means for the resolution of contractual disputes.
