Risk assessment and management of asbestos in made ground

This conference will provide an insight into good, affordable and pragmatic practice in Northern Ireland and Ireland based on the current state of knowledge and research including developments since the publication of C733. Unlike the previous CIRIA asbestos conferences, this conference will also describe recent environmental, health and safety and waste legislation and highlight new reports and research which tried to address uncertainties around the whole subject and discuss how asbestos from soil is dealt with in Northern Ireland and Ireland.

Background

CIRIA is delighted to bring our successful series on asbestos in soil conferences to Belfast!

Asbestos is toxic and a class 1 carcinogen known to cause mesothelioma, lung cancer and asbestosis.  In the past the focus has been on the management of asbestos contamination within buildings. However the results of thousands of investigations at contaminated sites across the UK have shown that asbestos is frequently present in made ground, often as a result of poor decommissioning and demolition, or waste management practices. This has driven the development of a novel approach to human health risk assessment; the usual average daily exposure based approaches are not appropriate.

CIRIA's 2014 "Asbestos in soil and made ground: a guide to understanding and managing risks" (C733 ) is a major milestone in defining the way that asbestos in soils should be managed. It is the first such guidance in the UK since 1990. Also ‘hot off the press’ are SOBRA’s reports on site investigation and air monitoring, and especially Activity Based Sampling (ABS) which came out in May 2015. Other initiatives by CIRIA and others are still ongoing.

So how have these helped construction industry professionals deal with sites potentially contaminated by asbestos? 

This conference, like the previous three in the series, will provide an insight on good, affordable and pragmatic practice based on the current state of knowledge and research including developments since the publication of C733. In addition to this, our speakers will:
  • cover how practitioners in Northern Ireland and Ireland deals with asbestos from soil;
  • discuss how local authorities and HSE in Northern Ireland and Ireland deals with sites which has asbestos contamination; 
  • discuss how C733 has influenced the way practitioners manage asbestos from soil over the past year or so, particularly for sites in Northern Ireland and Ireland;
  • highlight new reports and research which tried to address uncertainties in the whole subject e.g. the Blue book on analysis techniques, SOBRA’s recent reports and CIRIA forthcoming guide for site workers;
  • explain what the current laboratory analysis can and can’t do;
  • through real case study examples, examine how to deal with different site conditions and waste management issues; 
  • showcase what is good practice in different parts of the world;
  • provide opportunities to network with regulators, clients and other professional advisors.
