This event will provide an insight on good, affordable and pragmatic practice based on the current state of knowledge and research including developments since the publication of C733. Speakers at this event will also outline recent environmental, health and safety and waste legislation and highlight new reports and research that tries to address uncertainties in the whole subject area. Delegates will also hear how a local authority deals with a Part IIA site with asbestos contamination.

Background

Asbestos is toxic and a class 1 carcinogen known to cause mesothelioma, lung cancer and asbestosis.  In the past, the focus has been on the management of asbestos contamination within buildings. However the results of the 1000’s of investigations at contaminated sites across the UK have shown that asbestos is frequently present in made ground, often as a result of poor decommissioning and demolition or waste management practices. This has driven the development of a novel approach to human health risk assessment. The usual average daily exposure based approaches are not appropriate.

CIRIA guide Asbestos in soil and made ground: a guide to understanding and managing risks (C733) is a major milestone in defining the way that asbestos in soils should be managed. It is the first such guidance in the UK since 1990. Also ‘hot off the press’ are The Society for Brownfield Risk Assessment (SOBRA) reports on site investigation and air monitoring, and especially Activity Based Sampling (ABS) which was issued in May 2015. Other industry initiatives are ongoing.

So how have these helped construction industry professionals deal with sites potentially contaminated by asbestos? 

This event, like the previous three in the series, will provide an insight on good, affordable and pragmatic practice based on the current state of knowledge and research including developments since the publication of CIRIA guide C733.

  • outline how CIRIA guide C733 has influenced the way we manage asbestos from soil over the past year or so
  • describe recent environmental, health and safety and waste legislation 
  • highlight new reports and research which tried to address uncertainties in the whole subject e.g. the Blue book on analysis techniques, SOBRA’s recent report and CIRIA forthcoming guide for site workers
  • explain what the current laboratory analysis can and can’t do  
  • examine how to deal with different site conditions and waste management issues through real case study examples
  • discuss how a local authority deals with a Part IIA site which has asbestos contamination 
  • showcase what is good practice in different parts of the world
  • provide opportunities to network with regulators, clients and other professional advisors.
Additional information 
There will be a display adjacent to the conference illustrating the various stages of the analytical processes for asbestos in soils and for asbestos in air. IOM laboratory staff will be available to discuss and explain details of procedures. It is intended that the display will show the main aspects of all the important stages of the analytical procedures and techniques, e.g. preparing soil samples, sieving, hand picking, analysis to identify fibres by polarising light microscopy, counting fibres by phase contrast optical microscopy, scanning electron microscopy (e.g. to determine types of fibres on air test samples), etc.
