Background
CIRIA is delighted to bring a unique programme of five advanced courses on asbestos in soil. The events are intended for those who want to deepen their working knowledge of the investigation, assessment and remediation of asbestos in soil and made ground.

Each of the events has a different programme and there will be no overlap between the days.

Asbestos is toxic and a class 1 carcinogen known to cause serious illnesses such as lung cancer, mesothelioma and asbestosis and yet for many decades was widely used in concrete, roofs etc in the UK. Currently in the UK, 2,000 - 3,000 people die of asbestos related disease every year.

Previous focus of asbestos research and practice has dealt with the management of asbestos contamination within buildings. However results from thousands of investigations at contaminated sites across the UK have found that asbestos is frequently identified in made ground and there has been ambiguity in the approach to assessing the risk it poses.

This event, the final in the series will explore planning and implementation of remediation approaches for asbestos from soil. The topic will be delivered by LQM and in association with Hydrock.

             - factors that may influence the final selection

12:00    Preparation and planning:
             - CAR compliance and licencing requirements, including
                    - risk assessments
                    - mitigation measures, PPE/RPE selection
                    - training and air monitoring requirements
                    - site layout and decontamination and wash down

13:00    Lunch

14:00    On-site reuse of asbestos-containing soils

15:00    Tea/Coffee

15:30    Off-site disposal of asbestos-containing soils:
             - waste issues
             - transport requirements

16:00    Q&A Session and Debrief

The day will examine the limited range of remedial options applicable to asbestos-contaminated soils and discuss some of the factors that may influence the selection at a given site. The issues surrounding compliance with CAR during such remediation / redevelopment projects will be discussed in detail, including:
  • the risk assessment requirements
  • appropriate mitigation measures
  • selection and specification of suitable PPE (including face-fit requirements)
  • staff training
  • air monitoring
The practicalities of designing an appropriate site layout for the area of active work will be examined such as the location of decontamination facilities and site security etc.  Finally, the regulatory restrictions applicable to both on-site reuse of ACS and its off-site transport and disposal will be discussed, including:
  • approaches to waste issues
  • transport requirements
  • regulator liaison
