Overview

This event will provide an overview of changes and updates made to the CIRIA Report 164 Design of containment systems for the prevention of water pollution from industrial incident, and include presentations of practical case studies.

This guidance will assist owners and operators of industrial and commercial facilities to identify and manage the risks associated with storing substances that may be flammable, combustible or hazardous to the environment (inventory).

Guidance is also provided on the inspection, maintenance, repair, extension or, in cases of change of use, upgrading of existing containment systems.

Background
The original CIRIA Report 164, Design of containment systems for the prevention of water pollution from industrial incidents, (CIRIA, 1997) was written primarily for new construction. However, many of the principles have been applied to good effect to existing sites.

The guide has been revised to reflect changes in legislation, advances in practice and lessons learned from recent incidents, near misses and inspections particularly from the Buncefield incident. Analysis of this and other incidents identify several causes, future occurrences of which can be avoided by following the guidance in this document.

In updating the guide, it was recognised that the inspection, maintenance, repair, extension or upgrading of containment systems (particularly in cases of change of use) represents a large proportion of the work currently being undertaken on sites. The revision therefore includes a new section covering these issues, including actions to take on acquiring an existing facility, to ensure they continue to perform as intended.
